A certified translation is usually needed under deadline pressure, and usually with vague instructions from whichever institution demands it. So the guidance sits as a downloadable PDF ahead of the form — the client first learns what they need, and only then sends a request.
The Turkish version here is not expansion into a foreign market but basic courtesy: the service is the Turkish language, so the site can hardly be in Serbian alone.
